David began practicing law in 1973 and was admitted to the Bars of the District of Columbia and Virginia that same year.  He has maintained an office in Fall Church and Leesburg for most of his career.  During 1970’s and 1980’s David handled both criminal and civil litigation in both the State and Federal courts.  During this time he also formed several law partnerships as members of the firms became prosecutors and judges.

In recent years, David has continued to handle complex civil litigation including breach of contract, real estate disputes, lender compliance and toxic mold.

Since the enactment of the Virginia Land Preservation Tax Credit legislation, Moyes Hanssen Overson, PLLC has concentrated on the drafting of conservation and open space easements and the filing for various tax forms related to the easements.  During the period from 2007 through 2010 the firm has participated in the preparation and qualification of easements in excess of $200 million in Federal charitable gifts and $75 million in Virginia tax credits.
